Have you verified this is a US phone?

If not, it could be trying to access a foreign activation server.

The problem with iphones with this error 80% of them are refourbished so in this case phones that has nand ic replaced or cpu or baseband apple noticed some brands of those ic and banned them so if you have a refourbished iphone from somewhere in china the only way to activate your iphone is to notice wich ic was replaced andreplace it again.

There is one other possibility.

Is the customer using an MVNO carrier?

For example is the phone a Sprint phone but using a no-name carrier that borrows Sprints networks?

If this is the case the customer may need to contact the provider to have it activated.

Sorry for the late replay, I just caught this.

This could have something to do with the previous refurbishment. You need to ask the customer more questions about where they bought the phone and if they were aware that it was refurbished. If you haven't found a solution for this, then I suggest you have it looked at by an experienced micro-solderer in order to identify what is wrong with your device.

I'd say that about 50% of the time when this error comes up, It's a problem with the SIM card, or tray. I'd open it up, switch out the SIM card, and see if that works. If not, Putting the phone in recovery mode and restoring the phone should work. I did that to my iPhone 6 with the same error, and it works like new.

Hope this helps!

Alex Sander nowhere has there been talk about an -1 error. You are assuming things that suit your guides....Jack Nicolsen Adam Wagon and Angela Derkel your people? Their questions are written like they do not know things but their answers provided all link to your guides. Also, you want to let your voting ring know that downvoting answers that are valid, is absolutely inappropriate. Downvotes are reserved for blatantly wrong or misleading answers. I get a really funny feeling about your habits on here. You wouldn't be baiting for votes? We'll be watching you !

That's quite a voting ring you have built. You now have two moderators watching you. Maybe @evan needs to take a look at you too.
