Composite to HDMI failure

I purchased a mini av2hdmi adapter for my SNES. It doesn't display video properly, leaving the screen black and white with scan lines. Yes composite works, but im looking to run it on another TV that only has HDMI. Here's what i tried to troubleshoot:

Tried composite on TV, works. (TV i want to use on has only HDMI), HDMI doesnt.

Tried adapter on another TV, failed.

Tried another console, N64, with composite, works, HDMI converter works.

Tried using different HDMI cables.

Tried adjusting resolution switch, and power cycles all around.

Thought it could have been the timing crystal and adjusted all around. I did notice the pot didnt change anything.

Board was immaculate, not even dust, nor corrosion on board.

Just for the record, all of the TVs, converter, and systems are NTSC.

Im out of ideas from here. It seems like the SNES just doesnt like the converter. If the SNES or converter were bad, they wouldnt work at all. Can't isolate the TV either. Could the POT for the timing be bad and im just lucky it works under normal conditions?
