Finding the Correct Network
On the device’s Home Screen, click on the Network icon in the bottom right corner of the page. All local networks will appear, click on the appropriate network to access the Internet. Enter password if needed.
Creating a Wireless Hotspot
On the device’s Home Screen, click on the Network icon in the bottom right corner of the page and click on Network Setting. A new window will appear and at the bottom with the option of Use as Hotspot. Click Turn On to confirm this authorization. Click on this option to make your device a hotspot for other electronical devices. For devices to connect, near devices will need your device’s SSID and security key.

What version of Windows are you running? Have you checked that WiFi is tuned on? (I'm not familiar with that laptop but most have a hotkey combination such as the Fn key and one of the F keys to turn WiFi on and off.
