Removing voice instructions and double tapping

Recently received this as a present. But it's awful and the voice instructions won't come off and there is no place in settings to the remove it. Also the touch screen is so poor and needs quadruple tapping to function. Is this normal. It looks like a film screen is on the screen but it's not but very awful.
