Hi last night I dropped my phone down the toilet I picked it up straight away wiped it with a towel and put it into a bowl of rice I've left it there all night tried turning it on this morning and it was just a black screen I tried plugging my charger in and my phone was making a weird noise.

Because rice does not help. If you want the device to not die from liquid damage you need to open it up as soon as possible, unplug the battery and brush the liquid off using 90%+ isopropyl alcohol on the connectors and any corroded / burnt looking areas.
Then dipping the logic board in isopropyl alcohol helps a lot in displacing water under the metal shields and small chips.
Lastly you need to dry out the alcohol from the board using air / heat or just letting it sit for a while (still i would use heat / blown air) to dry it out. Then hope for the best and that it still boots up. You may need to replace the screen, it sounds like it also got faulty from liquid damage.

My hubby fell in the creek with his phone in his pocket. I immediately took the back off and removed the battery and dried what i could. When we got home i put all the pieces in a tupperware bowl with the anti-moisture packets you get in things like new shoes. Left it overnite, put it all back together works great no damage I can find.

i dropped my iphone 5c in the toilet, so i picked it up and dried it off, then stuck it in rice. but wen i turn it on; it looks like the screen is messed up

Put a new screen and battery after cleaning your device with alcohol,
