The chip works correctly in another cell, in this device have no signal, it is like that does not walk the antenna

Can you expand on what you mean here... When you dial 'O' it doesn't work? Or, you don't get a dial tone?
Does the phone function at all? Can people call you and you just can't call out?

The phone maybe carrier locked. But, thats just a guess, without more information its anyones guess.
