Is the LCD broken on a Prestige 8q will turn on but has no picture

My Prestige 8q will come on but it only has lines on the start up screen no picture.

Is the LCD broken and how much does something like that cost to repair?

@hoodnurse "only has lines on the start up screen" could be a bad LCD. Hit and miss on where to get it. Sometimes they pop up on here.
