Excesively loud fan that doesnt help cooling the device

After some work with device my intel i5 gets hot. And cooler begin his work. At this point it makes very strange noise, like if there was something that doesnt have to be there. Noise not depend of position of tablet. Was trying to suck with a vacuum cleaner - does not help. In short time it became really hot.

Maybe someone know if will be necessary to change the fan? I see on site here than fan cames with matherboard, does this mean that fan can be replaced only entirely with al he chip? And last question - where do i find a store with replacemnt details for Surface Pro 3 in Eastern Europe?
