White screen, startup chrime, USB not working

Hi guys,

I have a 2012 13in Macbook Air that on start up it has a white screen, makes chrime, it does not have a hard drive in it, the apple logo in the back does light up, and when closing it the screen turns off and on when opening it.

I've created a USB with Mountain Lion on it (using transmac on a windows) and the laptop does not respond at all to the USB (USB does not light up)

What do you guys think? It came without a hard drive(bought on craigslist guy lied to me) and since I can not get it to boot off USB is it the logic board? This is my first Mac repair so all help is greatly appreciated, thank you
