If I have a 6 Plus with 128GB but the back camera is water damaged and have taken it to be repaired but they told me it couldn't be done. Would I be able buy one with 16GB and switch the memory between the two phones so I have a larger memory and a working back camera in the new phone?

Here is an answer I found online. Sorry it looks like you can't do it.
For all the iPhones, they cannot have their storage (where you keep your apps, music, movies and photos) upgraded post-purchase. The memory (what lets you run more apps and files at once smoothly) is not listed for any iPhone models on the Apple site, and cannot be accessed or upgraded. So make sure to purchase your new iPhone with the storage space you'll need for the long run!

Even if it is the exact same model, you can't just swap the storage chip.
The S/N and board ID data is written into the chip, if you swap the chip, Apple servers will refuse activating the phone.
It is possible to rewrite this data however special programmer and software is required, which can easily cost you thousands. Not worth it if you only plan to do one repair.

Someone stole my iPhone last week, I got it back but everything on it was gone all my pics, I can’t log back into my iCloud without my SIM card which is what the still have, but I took it into get repaired considering it wouldn’t charge turns out someone took it apart and left missing screws.. Why would they do that? What did they want on my phone?
