Press the gas pedal to the floor and cart goes full speed then quickly drops down to half speed even with pedal down. Checked batteries, cables, and connections.

Electric vehicles use a motor speed controller. Probably, either the sensor connected to the pedal is bad or the speed controller. The controller is likely to be in a metal box with cables connected and should not be hard to locate if you can find a replacement.
