Will not connect to the Internet

Picked up phone and was in safe mode. Restarted phone so now is not in safe mode but cannot connect to the Internet.

Also when you restart the phone it says MDM has suddenly stopped working but doesn't appear to be enabled on the phone anyway. Also have a eyeball with eyelashes icon at top of screen that blinks twice when you restart the phone.
