What is causing the display to glitch out

Everytime I start my laptop it will either boot okay for around 5 seconds and do what is shown in the video, or boot immediately to a crazy glitching screen as soon as it starts up BIOS.

Would a oven reflow do the trick if it is a GPU?

You'd better get a monitor to connect your laptop to confirm if it's LCD's problem or GPU or graphic memory's.

BTY, has your laptop been repaired before?

It has been refurbished by me. It only does this on boot and disappears when Windows finishes loading. It also does then when booting from a USB Drive.

What is the meaning of the word refurbish? Do you mean you have just cleaned the surface of the laptop or have taken it apart and then cleaned it inside?

I've taken it completely apart, replaced RAM with 2x2GB DDR2 RAM, applied new thermal paste to CPU and GPU and installed a new WD Blue 500GB Drive. I have also replaced the CPU with an identical AMD Turion II. When hooked up to a monitor it also shows the same symptoms, but quits showing the symptoms as soon as it reaches the login screen. These symptoms only appear when booting from external media, and stays a little while after rebooting w/o external media. I have ran a stress test and it did not glitch out like this when testing the GPU.
