Why is the coffee not dispensing properly?

Because the small filter in the basket gets clogged. It's not a good design. When the filter gets clogged, it doesn't clean with multiple attempts of running vinegar thru it or letting it soak. You actually have to replace the whole basket to fix the problem. They should make the small filter replaceable. To replace that basket + shipping is almost as much as a whole new machine. It's very wasteful.
