Touch screen not working.

Seems to be a problem with the small orange metallic tape going from the rectangular black piece over the top of the screen. I opened the case and changed the battery. Now tablet powers up but does not respond to touch and will not completely shut off using power button; only goes off and restarts. Help!!!!
