Why am I not getting power?

Okay so let me start by saying my dad left this ipad on the roof of his car and drove off. Shattered it and chipped the metal housing. I've changed all the boards to a new housing and I've got a new LCD and digitizer touchscreen for it. I'm also assuming the battery was toast so I took it out too. Now to test, I put the screen in and had the cables plugged in, and when I plug the charger to it, the screen doesn't come on.

Now that's my problem. Even without the battery as long as it's getting power it should come on right? I've tried plugging it into my wall charger, my computer, and my external battery that even has an ipad charging mode and nothing, the screen doesn't come on and the computer doesn't recognize that anything is plugged in.

I've even checked that the charging port is plugged in.

Assuming you re-checked all connections, do you have a multi-meter handy?

If you do, you can check the charging port connector to see how much power is going through, while you have the multi-meter out I would also test the battery the same way to see how many volts it's putting out.

This will help you rule out if its battery or charging port first.

If you can't find any issues with either component, then you can check another LCD to make sure it isn't defective. If you are positive that the LCD works, then you should shine a flashlight in the middle of the LCD, with the charger plugged in, and check for faint images. (Click the power button on several times, hold power and home etc.) If you can see an image, then you have backlight problems, which I'm sure there are several threads on. If not, you would most likely be looking at possible IC "chip" issues.

IC chip issues? I don't have the battery in either. But shouldn't the screen still come on? And my computer isn't picking it up either, so it's like it isn't getting power.

Lets look at the battery and charging port before looking into IC issues. I thought you replaced the battery when you put the board over to the other housing. The board will not go past the Apple Logo boot screen if the battery is defective or not plugged in. If it isn't even getting to the Apple Boot screen, then the issue has to be one of these.

What does "charging IC" mean? Excuse my lack of term knowledge. But that would be my guess as well, is the charging plug, because that cable charges my phone.

Sorry for that, the charging IC is a little intergrated circuit referred to as microchips. These microchips does a specific function on your logic board. In this case, this microchip is in charge of charging.

There is also the power management IC that can be the issue. There's no sure way of testing these microchips without first removing them, so the best way is to uses multi meter to check for continuity on your board.

Do you have a repair shop nearby, maybe they have the equipment to attempt on figuring out which exact issue.

I would only do this after trying the multi meter on the charging port and battery. To see if your problem isn't a simpler one, not board level repair.
