My ibook G4 (12") will not start up. When I press the power button, the tone will chime, and the apple appears along with the 'working' indicator, but it won't get past that part.

Try starting up from your system installation disk. Insert disk and restart holding down the "C" key. Then go to the second page pull down menu to Utilities, Disk Utility and see if the drive can be repaired.
