batterry not charging while device is on
SAMSUNG galaxys4 active , Battery will not charge unless devise is powered off. why?

Could be the charging port needs to be replaced. I've seen this issue before. We manually unbent the charging port pins and voila!
Also did you try the obvious of trying a diffent charging cable/wall charger?

Oh yes, new battery and have 4 cobatiable chargers. Eye sight not good enough to examine port pins. Appreciate info. Would bet your right on bent issue. But why will it still charge while device powered down? That doesn't make sense?
Combatiable chargers for multiple devices.
