Why does my mower not turn over?

My engine has oil in the combustion cylinder after 3 months of storage and will not turn over, unless I tip all the oil out of the cylinder with spark plug removed . If I leave the mower on a up hill angle, no oil will be present and normal starting will happen. l did check the level in the mower and level is correct. It is a 6 year old mower and not much use from me. Could it have something to do with piston rings? It may smoke a little at times when I start for the beginning but not too much from afterward it's been running for the day.

@big, wouldn't be the piston rings. The oil is in the crankcase which is usually below the piston. Unless you turn your mower upside down, the oil should not run uphill. What mower is it and what engine does it have?

when the oil is present in the cylinder how much is there ? is the oil level check a dip stick or is it a drain plug level. This will not be rings if it were the oil would drain back to the crank case. once the oil is drained from the cylinder can you crank it over or is it hard to crank as well? If it is there may be too much oil in the crank case and there is drag on the crank
