iPad wont complete iTunes Restore

I have an iPad 3 Wifi which is stuck in a Restore loop. Its in DFU, recognised by iTunes, downloads and tries to update but never completes. The Apple logo appears along with loading bar but the bar never fills.

I've checked Windows device manager and it shows under USB serial bus controllers when in DFU mode but seems to drop its connection at the end of Restore 'waiting for iPad'

So, this is what I see.

connect USB cable - iTunes opens with detected an ipad in recovery mode-you must restore.

Click on restore and update and away it goes.

Ipad extract software, prepares, waits (Apple logo appears on ipad along with loading bar.

Sits here forever until it times out of I pull cable.

Can anyone suggest a fix for this please?

I havew change battery, cable, USB port etc etc. No changes. All other idevices work fine for restore.

Yes, I have tried 7.1.2, 8.1.2,8.4.1, 9.2.1 and all fail.

I've never had this iPad to the home screen I might add! I get it into DFU/recovery ands that's it. Apple logo and loading bar at end of restore.

Ok, I tried the iEplorer and I see a message telling me to connect my idevice :(

If I connect my iPhone 6 it works fine and shows the content :)

Strangely, my iPhone shows as portable devices in Windows device manager but the iPad doesn't always show up at all, sometimes as Other or something.

In Control panel under Hardware and Sound/Devices and printers it is shown as Unspecified 'Apple mobile device driver'. If I remove/reconnect the cable from the ipad I do here the Windows USB connectivity sound each time.

Other things Ive tried, getting out of Recovery loop with iPhone Care Pro utility. Asks to connect device also!

Removed iPad digitiser, LCD and headphone/camera flex. No change. I did take a look under the logic board shields ands examine with microscope for any damage or missing components, all looked fine.

This appears to be leading me to a USB connectivity issue, U2 ic? I'm surprised it is kind of seen as connected by Windows though if the U2 ic is failed unless its only partial.
