for normal windows : Ctrl + Alt + <Up arrow>
and for 180 deg it is : Ctrl + Alt + <Down arrow>
In windows 10 you need to do it old school right click the desktop and select display settings then choose orientation then select landscape should fix you right up

old school works in all versions of windows if the hotkeys don't work

Maybe it is not the display, but the taskbar.

You can click on a blank option of the screen. Click taskbar settings, and where it says taskbar location on screen, click top, left, right, or bottom,
