Brand New Gamepad not starting from day 1

I bought my new Wii U video game console from Walmart in May'15. I assembled it as per instructions manual and charged the Gamepad as well. Afterwards when I tried to start the gamepad..it does not start.

Without gamepad I am not able to use the gaming console by directly hooking it to the TV like regular Wii gaming console.

I spent almost $500 on this to gift to my son and it it not working from day 1.

Since I am in India I am unable to repair it locally or replace it. big dissappointment!!
