PSP 2001 Opens ONLY To PlayStation Network Signup Icon

Program appears to be stuck on Network Connection. Cannot move left to access other Icons. Left arrow key moves screen jumpily to left but all icons red and when arrow key released the screen jumps back to the Network Sign Up icon. X works and get notice of no connection, but cannot move the Select connection to correct source. Suggestions for a fix?????
