i think this isn't really repair related - or mybe...if you bought it used and the ps2 isn't working because of the parental lock - it might be some kind of "defective"....
since it's well spread topic on the internet, i think i'll answer that ;-)
there is a well documented "secret code" 7444
put in the dvd you want to watch, press menu and go to setup, there is the parental lock setting and put in the code above.
eject now the dvd and remove it and restart the ps2

sometimes "0000" or "1111" will work if ^ doesn't
