What is the cheapest way I can run an Intel Core i7-5960X @ 3.00GHz in the oldest (cheapest) mac pro version with 16gb of ram and a 256 gb ssd drive?

Mac Pro 2008 LGA 771 Sockets
Mac Pro 2009-2012 LGA 1366 Socket
Mac Pro (Late 2013) LGA 2011 Socket
Looks like the sockets on the 5960 are LGA 2011 & LGA 1150
So you will probably have to go with a 2013 + MacPro.

That link is to a 2008 machine with a LGA 771 socket and will not work.
