Why does my wiiU not start up at room temperature?

My wiiU recently stopped working (blinking red light) and so I tried all the troubleshooting options and whatnot but got nothing out of it. I was wondering if it was a heat problem so I put it on a ice pack it all of a sudden worked. I let it run for awhile and checked to make sure there still wasn't a heating problem, and there most certainly isn't. I felt around the wiiU and checked the air coming from the fan to make sure. Once I turn it off though it will go back to a red blinking light and needs to be "refrigerated" again. I've already opened it up and checked for dust to make sure that wasn't the problem, and the fan seems to work properly every time it's on. What part of my wiiU is the problem, and is it fixable?
