Probably dead batteries.
Did you replace ALL the batteries?
Instructions

Open the door to the battery compartments on the bottom of Elmo's feet with a Phillips head screwdriver. Remove the old batteries.

Place the AA batteries in the battery compartments according to the polarity indicators designated by a (+) and (-) sign.

Replace the battery compartment covers. Replace the screws. Set the "On/off" switch on the bottom of Elmo's right foot to "On."
4
Slide the back cover off the activation box. Install the two AAA batteries in the compartment. Place the batteries in the compartment according to the polarity indicators inside the case.

@mayer, have you ever had a Tickle me Elmo? Seems kinda funny that you would know much about it.
George No,I have never owned one. But when no one else answers a question, I do the research. I am more than happy to back off at any time when someone with actual experience overcalls what I have found.
Actually, if I remember correctly, I was surprised to find that this had one than one set of batteries.
My Elmo has no batteries in the feet. It has a closed voice box only, with a panel that gets pushed to make it talk. The entire mechanism is in one box buried in the back of the toy.
@pccheese after I posted this answer I bought three used furies to see how they tick and give better answers. They drive my dog nuts!
