How to turn an iPhone 3GS to phone only (non-smart phone)?

I have an old iPhone 3GS that I want to use as a PHONE ONLY. Does anybody know how to do this? (I asked AT&T but they say "smart phones can't be use as regular phones" I think they just want me to pay for a data plan). The phone will be used by an elderly person that will not use the internet on the phone (therefore no need for data plan). Tried turning the data to off... (Settings>Network>Cellular Data>OFF) when inserting an old SIM card (from old "non-smart phone") AT&T will still charge for data plan automatically.

Put this SIM in another old ATT phone. Use the phone to make some calls. Call ATT and tell them about this old phone and that you do not want the user to have access to internet, and request that the Data be Blocked. Call back later to verify that the Data is truly blocked, if not complain, that the user of this SIM does not have permission to use internet and you want the Data Blocked by ATT. When this is finally done, then put the SIM into iPhone and there you go, no Data and therefore no Data Charges. For internet use WiFi.
