Device Flickers but does not boot up.

Hi Fixiterererer..s? early on in my posting career her but I have been repairing screens on ipods and i pads and many other apple products with the awesome assistance from this community and its collective knowledge. So thanks for doing what you do.

that out of the way. I have an Ipad 2 wifi that i have recently been asked to take a look at. The owner is unsure of how the damage was caused it was her daughters and her daughter claims to not know...yadda yadda yadda, we have all heard it. Anyways. The unit does not "seem" to respond at all. it doesn't charge off the wall plugs nothing from the computers, no syncing. does not even give signs of powering on. However if I hold the power and the home button for about 10 seconds and continue to hold them. I get a flicker of light from the LCD then its gone, and i have to wait about 10 m0ore seconds before i can do it again,(that interval remains about constant, if i try too early it wont even flicker). I am going to open it up tonight and see if there is any water damage, but before I got to pulling this artful thing apart, I thought I would see if anyone in the forums have seen anything like this before and might have a hint as to what might be the cause? I will update as i look through it any damages i find internally. Thanks for the thoughts ahead of time.

The unit has it's Dock Connector Cable plugged out form the socket due to upthrust pressure. It's Apple's design flaw that the dock connector flex cable is few millimeters larger than it is supposed to be. Open the digitizer screen carefully and just push the dock connector cable head down gently using a flat black stick. You even don't need to pull out the display. Rest you know very well as I can assume from your writing.
