Since you have replaced the bake element and the control board it's either an open wire between the broil element and the bake element or between the control board and the bake element.
If you have a DMM (digital multimeter) with the power disconnected to the oven, check for continuity of the wire from the ''L2 Out'' terminal on the control board to one side of the broil element and then to one side of the bake element.
If it tests OK then check if there's continuity from the ''BK'' terminal on the control board to the other connection on the bake element (not the same bake element terminal that you tested before.
