Did you press and hold the laptop's Power button for 30 seconds after you removed the cmos battery before reinserting it, you never mentioned if you did or not?
If not, ensure that the main battery is removed and then remove the cmos battery, hold the Power button for 30 seconds, reinsert the cmos battery (+ve on top as marked on battery), reinsert the main battery, connect the charger and check.

I realize that you have reseated the ram but maybe you could try either removing 1 module at a time or having only 1 module but in the 2nd slot in case it is a faulty ram slot and if still no good replacing a module with a new one and then check if it started OK. search online for DDR3-1600 • CL=11 • NON-ECC • SODIMM • 204-pin • 1.35V • 2Rx8 • PC3-12800 to find suppliers that suit you best.
