Go to p.46 to view the ''necessary pre-requisite steps'' and then the procedure to remove/replace the DC-In cable. This will allow you to access the cable and disconnect it from the motherboard so that you can use an Ohmmeter to test if there is continuity through the jack from the input side through to the cable's plug connector, both +ve and -ve.
