Did you disconnect the main battery before removing/replacing the ram?
When you say BIOS reset, did you remove the RTC coin cell battery from the motherboard as well as disconnect the main battery?
If not try a full power refresh by disconnecting the main battery and the RTC battery (note the orientation before removing, +ve on top), then press and hold the Power button operated for a ''full 30 seconds'' and release.
Here’s the [link|https://dl.dell.com/topicspdf/inspiron-15-3593-laptop_service-manual_en-us.pdf|service manual] for the laptop. Go to p.27 to view the necessary pre-requisite steps and then the procedure to remove/replace the RTC coin cell battery.
Reinsert the RTC battery, reconnect the main battery, connect the charger and try turning it on.
Maybe try with the old ram first as you know they (it?) did work before and the new ram may not for some reason.

Was the new ram either DDR4 PC4-21300 (2666MHz) or DDR4 PC4-25600 (3200MHz)? Did you replace all the original ram or try just adding the one new ram module?
