Don't know the laptop but according to the [https://dl.dell.com/topicspdf/inspiron-13-7373-2-in-1-laptop_service-manual_en-us.pdf|service manual] for the laptop (taken from this [https://www.dell.com/support/home/en-au/product-support/product/inspiron-13-7373-2-in-1-laptop/docs|webpage]) on p.93 it states that to perform a "flea power release" all that is necessary is to remove the back cover and then press and hold the power button for 15 seconds and then replace the back cover.

Seems like they missed a step to me by not disconnecting the main battery but was wondering if the back cover needs to be replaced for any reason.

Other than that all I can suggest is that you check that ''all'' the cables connected to the motherboard (see p.52-53 of the manual) are securely connected as not getting any LEDs at all when the charger is connected is not good.
