Hi,
Don't know the laptop but according to the [https://dl.dell.com/topicspdf/inspiron-13-7373-2-in-1-laptop_service-manual_en-us.pdf|service manual] for the laptop (taken from this [https://www.dell.com/support/home/en-au/product-support/product/inspiron-13-7373-2-in-1-laptop/docs|webpage]) on p.93 it states that to perform a "flea power release" all that is necessary is to remove the back cover and then press and hold the power button for 15 seconds and then replace the back cover.
-Seems like they missed a step to me by not disconnecting the main battery but was wondering if the back cover needs to be replaced for any reason.

-Other than that all I can suggest is that you check that ''all'' the cables connected to the motherboard (see p.52-53 of the manual) are securely connected as not getting any LEDs at all when the charger is connected is not good.
