Is there a layer between lens cover and lens?

I bought Item IF303-050-1 (Wrong item arrived, IF303-049-1, just in case it has to do with it), but when I went to put it on my phone, the plastic ring, part of a piece of plastic that has 3 holes in it, (behind cover on IF303-051-1) got in the way.
