An online search for ''Dell Inspiron 11 3147 touch screen'' gave results for suppliers of the part. Unfortunately all that I found said “currently out of stock”. You may have better luck in trying to get a replacement touch screen.
However there are new and used complete assemblies available, i.e. LCD screen and touch screen, if you can’t wait and the price is right. ;-)
