It appears as though the “new” sending unit may be faulty or is sticking as if it is the correct one for your vehicle, it should already be calibrated for the gauge.

Contact whoever replaced the fuel pump and ask them about the problem as the sending unit float arm may be sticking etc. if it wasn’t installed correctly along with the fuel pump.
