The m31s m317f motherboard has a blank IMEI.

Samsung Galaxy M31s (SM-M317F) motherboard (empty - no IMEI) GH82-23773A Unfortunately, you need to install software in addition to this tool. I wrote to round.com asking what is needed to ensure that the IMEI is not empty. Here is the message I received :
