appears as though the carriage lock is not lowering to allow the carriage to move. The carriage lock is part of the "ink system". The ink system has the pump cap assembly that cleans the print head.

@michaeljon39756 that really will depend on what you find when you work on inspecting it. For now I suggest you check the service manual, which you can now find under the Document Tab on this page Epson Artisan 1430 , around page 79 for that. Let us know what you find out.
