Alright, first thing to do is to try to turn the manual eject screw anti-clockwise. You can find a complete manual with pictures here on the Sony website: How to eject a stuck disc from a PS4 console (US)
When you try to eject a disc, do you hear a "beep"? If not, it could be related to the power/PCB board.
If you hear a beep and it's trying to do something, then there is something wrong with the drive it self. Probably with the mechanism...
In this case, it's for the best to replace the whole drive. (Make sure you transfer your original PCB to the new drive!!)
