My screen is not responsive at all and it is not Broken

Have you tried restarting the iPhone?

To restart a iPhone XS follow these steps

1. Press and quickly release the volume up button.
2. Press and quickly release the volume down button.
3. Press and hold the side button.
4. When the Apple logo appears, release the side button.

If the above doesn’t work you may need to reseat the touch and display connectors

If that doesn’t work you will unfortunately need a new display assembly;-{(you use the guide linked above for that too)
