When I hit the volume buttons the volume display comes on and when I hit the settings symbol the whole volume display comes on but I can't get to go off.

I reset the phone and it solved the problem.

Try going to Settings > Sounds and Vibrations > Volume > the try toggling the Use Volume keys for Media switch off and back on again.
If this doesn't work, is it possible that the button may be sticking?
