I think the film cartridge is stuck

I have an instax mini 8 and when I inserted the new set of film and taken a shot to remove the plain black, it takes a flash but the plain black did not come out. After that, the camera lights turned to red and all of the lights were blinking. I have tried to remove the film out of the camera but it can’t be removed, it seems like it is stuck. The upper part is stuck but the lower part of the cartridge already came out. What should I do? Can someone please help me?

Also, can the film cartridge be removed out of the instax camera even if it is not empty?
