Shoulder button and pads torn from the motherboard, fixable?

Hi,

My son's 2ds xl won't turn on, the blue led comes on for a second then it shutdowns with a faint pop, after reading a few suggestions I opened it up to check and reseat the ribbon cables.

I did this and discovered the broken switch. Firstly would this cause it not to turn on? Secondly is it repairable with the solder pads missing?
