Fan goes on right after power on and never goes off?

I have an old Mac Mini 2014. The fan goes on the moment the system powers up, and it never goes off. What are some possible issues for me to check?

Does the fan shut off once you shut the machine down? You may want to check it for dust build up. My brother in law’s PS4 was running hot and the fan was extremely loud until he removed the case, cleaned out the dust and sprayed compressed air throughout the console and it works fine now.

Yes, the fan shuts off when I shut down the machine. I don't see a lot of dust on the fan. When the fan is running, it's actually running really well. I think it's likely to be a sensor issue.

Your system is in CPU’s Safe Mode as one or more sensors believes the system is in trouble! Besides pumping the fan’s RPM it will also lower the CPU’s clocking.

Try running the onboard diagnostics. Restart you're system and press the D key. Did you get any errors?

Ran Apple Diagnostics - found no errors. Tried reseting NVRAM and SMC, but no change.

Thanks Dan. I've added a screenshot of TG Pro. The Mac Mini fan is operating at max rotation. Looks like the HD sensor is high. The Mac Mini has no SATA drive, but it does have an Apple SSD. I reseated the SATA and SSD data cables, and the fan cable, but no difference.

@ifixit36 - At this point you need to remove/disconnect the drive and use an external drive which is setup as a bootable drive to remove both the drive and it cable. Did the fans RPM go down?

If not, the logic board needs repairs.
