Yes, that is a 3G case, the 3GS has an additional connector on the dock on the right hand side.
It also says it is pre-assembled which will save you some time :)
edit: looking at the picture all you would need is a logic board and display assembly for it.

Only way to find out is to buy or read feedback from others who've bought that product... Otherwise you're asking us to pass judgement on something we haven't physically touched.
