Why is ds lite lower touchscreen not respond?

If you have no response on your touch screen with everything else working, it may be time to change to change the panel. here are the instructions. The touch screen is available at places like this. Good Luck

Bottom screen says "There is no DS Card inserted"- the card is inserted but the lower screen will not "read" it. What needs repaired?
