Brand new cartridge not working

I just bought nintendogs+cats for my 2ds XL. When I put it in, the icon doesnt pop up. It's not recognized for some reason. I put in an old 3ds game, the icon popped up, so I switch the cartridge back to nintendogs+cats and the icon doesnt pop up. This is the second time I've had to send back the nintendogs+cats to get a replacement but it doesnt seem to work. What do I do? I dont think it's my ds so how do I get a functioning cartridge?
