I just bought a bluetooth midi controller device and now I find out it needs ‘bluetooth 4’ and won’t work with my MacBook as is..

Is it possible to swap out a card or something in the MacBook so I can have bluetooth 4?

And if so, what part number do I need to get?

According to EveryMac this model has Bluetooth 4.0 standard in its specs.

There is no 'part' that can be changed. See the guide for reference:

What make and model was the midi controller? Did it have an installer package to load its drivers?
