Reset and Format Data Partition Failed [twrp & id locked]

Help, My android Honor 6x died when im gaming due to low battery i think. when i charged it up, it went into the bootloop logo. i can’t hard reset, i can’t even format data partition as it said it failed, when i opened up rescue mode (3D android pic), it said my phone is twrp locked and id locked.

im actually wondering how can i format the whole system? like totally fresh rom or something
